ELKINS, W.Va. — A Randolph County woman is set to face a grand jury following her decision to forgo a preliminary hearing on child neglect charges. Meagan Yvonne Cedillo, 33, appeared in Randolph County Magistrate Court on Tuesday, where she is alleged to have committed gross neglect that posed a substantial risk of death or serious injury to a child.
