Juvenile Inmate Files Civil Rights Lawsuit Over Alleged Sexual Abuse at MacLaren Youth Correctional Facility

SALEM, Ore. – A man who was incarcerated as a juvenile in Oregon has filed a civil rights lawsuit alleging sexual abuse at the MacLaren Youth Correctional Facility in Woodburn. The lawsuit specifically names former Oregon Youth Authority drug counselor Emily Echtenkamp, who is already facing charges of sexual misconduct related to the alleged abuse. The lawsuit also accuses five other employees of turning a blind eye to the abuse.

According to the man’s lawyer, Norah Van Dusen, the allegations assert that Echtenkamp engaged in sexual abuse while the man was in custody, and that other staff members were aware of the abuse. The lawsuit claims that the grooming of the juvenile began when he was 17 years old. Van Dusen believes that there may be additional victims and encourages them to come forward.

In response to the allegations, Echtenkamp initially claimed that the juvenile had raped her. However, these allegations were found to be false by the Marion County District Attorney’s Office. Echtenkamp now faces charges of custodial sexual misconduct, official misconduct, and initiating a false report.

The lawsuit also claims that one of the employees mentioned in the suit was involved in a relationship with Echtenkamp and retaliated against the juvenile when he learned of his relationship with her.
